Gavin Newsom, the governor of California, wants to modify the Constitution to address gun violence.
The proposed 28th Amendment by Newsom would raise the minimum age to acquire a gun to 21, outlaw the purchase of assault weapons, mandate background checks for all gun purchases, and impose a waiting period.
According to Newsom, the proposal would not infringe on the second amendment and incorporates "common sense gun safety measures."
It takes a two-thirds majority in the House and Senate to approve a constitutional amendment, and then three-fourths of the states in the United States must vote to ratify it.
