Keep in mind, Rick is a billionaire, he doesn't need the headache of dealing with corrupt LA city hacks.
Just like former LA Mayor Richard Riordan, he has a vision of a city that is clean, safe and business-friendly.
Rick told John & Ken that there is a lack of leadership in LA and something has to change before the city gets worse.
