NBC 4 investigative reporter Joel Grover continues his work on looking into Los Angeles' homeless crisis.
This week he is profiling some of the people living on the streets, partly due to mental illness and/or drug addiction, and asking the mayor what is being done to care for them.
The city has spent close to a billion dollars to combat homelessness, but has any of the measures helped?
