Loan Extortioners Arrested

SANTA ANA, Calif. (AP) — An Orange County businessman and a police officer authorities say was his enforcer have been arrested in connection with a loan sharking scheme.

The FBI said Friday that Kevin Khanh Tuan Do and Westminster police Officer Anthony Duong Donner were arrested Friday. They have been charged with collecting extension of credit by extortionate means and each face up to 20 years in prison if convicted.

Authorities say Do lent $170,000 to a woman who wanted to open a coffee shop and a lounge, charging her 5 percent interest monthly and annual interest rate of 60 percent. They say Do told Donner to collect payments from the woman and if she failed to pay the police would interfere with her business.
