On Wednesday, California lawmakers rejected a scaled-back bid to change the state's cash bail system, a year after a more comprehensive move likewise failed amid news coverage of a horrific murder.

The proposal was shelved after a parolee who had been released without posting bail was arrested after it was discovered that a woman from Sacramento had been found dead inside of her burning home along with her two butchered pets. County prosecutors are now seeking to have Troy Davis put to death.
