A report released Monday into the handling of the Jussie Smollette case found lies and evidence of "substantial abuses of discretion and operational failures," but nothing that could be charged criminally.

Special Prosecutor Dan Webb says in his report that Cook County State's Attorney Kim Foxx lied about communication with Smollett's sister - claiming that she ceased communication after learning Smollett was a suspect in a Chicago police investigation. However, Webb's investigation uncovered five subsequent text messages and 3 phone calls.
Foxx and the Cook County State's Attorneys office also made a legal error in appointing Foxx's assistant as "Acting State's Attorney" when the entire office should have fully recused itself... Webb notes that, even after realizing their error, the office still declined recuse itself and take the proper step of petitioning for a special prosecutor.
According to Webb, they "seemingly... did not want to admit they had made such a major mistake of judgement."
Additionally, even after Foxx said she had recused herself, she remained involved.
