Newly released documents seem to prove a long held theory that the push to have a citizenship question added to the 2020 census began as a plan to help Republicans and hamper Democrats in state legislatures and Congress.
Republican strategist, Thomas Hofeller, died last year and among his belongings was a hard drive with documents pushing the Commerce Department to change the census to ask all residents about whether or not they are citizens.
