On Friday, some locals in San Clemente celebrated as they watched the homeless community move out of North Beach.
"People can't bring their kids down to the beach anymore. We're afraid because we don't want to step on syringes. There's fecal matter. There's blood. There's rats," local Lisa Edone said.
According to the San Clemente city manager, locals have been complaining about the vagrants since last fall.
"It's an important first step, but it's just a baby step," Edone added.
The city even implemented a new urgency ordinance last week, complete with water, bathrooms and security in designated camp areas.
"I'm so happy to get out of this parking lot. I don't want to be here. That's a good place to go. As far as I'm concerned, it's the best thing that I could expect," Steven Gustafson said.
