The Associated press obtained emails that showed California's state transportation agency coordinated frequently with the public affairs firm working to block the gas tax repeal on behalf of unions, construction companies and local government groups.
The emails show a close relationship between the State Transportation Agency and Sacramento-based Bicker, Castillo & Fairbanks but ethic experts saw no clear violations of campaign laws.
The agency and firm continued to plan events as the the gas tax repeal moved to the November ballot and worked for the anti-repeal coalition, which includes the League of California Cities and the California Chamber of Commerce.
