California is taking another step in a multi-step process to make Daylight Saving Time all-year. The State Senate yesterday passed a November ballot measure that would ask voters to repeal the 1949 Daylight Saving Time Act.
But if the repeal passes, state lawmakers would still only be allowed to amend, not end, the process of changing clocks in the fall and spring and that would take a two-thirds majority vote.
Establishing a permanent Daylight Saving Time would require passing a second bill, which would then need the approval of Congress. The Assembly has already passed the repeal bill and it now needs the governor's signature.
