According to the LA Times, the LA City Council is turning their attention to fixing broken sidewalks in the city.  But one major question keeps coming up: Who will pay to get them fixed?

Some lawmakers say that state law clearly says property owners are responsible for fixing and maintaining the sidewalk.

There was a time however in the 1970's where the city took up the responsibility for fixing sidewalks damaged by street trees.

Now, years later, the trees have kept breaking up the sidewalks and the city is facing lawsuits from residents with disabilities who can't easily use the sidewalks.
