The mayor pro tem of Rancho Santa Margarita says he plans to introduce an ordinance this week that would make bullying illegal inside and outside of school.

The bill by Brad McGirr would include bullying over social networking sites. If a student is found guilty of bullying their parents could face a $100 fine for the first offense.

The fine amount would increase for subsequent cases of bullying.
