On Monday, opponents of a proposed bail reform bill that would do away with cash bail rallied on the steps of the State Capitol to urge lawmakers to vote against the proposal.
One of them was Dan Tibbitts, who claims that recent criminal justice reforms in California were partially to blame for the assassination of his sister Kate Tibbitts in Land Park.
