The Homeless Industrial Complex in LA can be described as way to keep tax dollars coming into the problem with no real solution to house the homeless. This just amounts to a revolving door of homeless people that no amount of money can permanently house.
The main problem is that temporary and permanent housing does not require people to be clean and sober. Drunk and drugged vagrants can keep running amok and eventually end up back on the streets doing exactly what brought them to homelessness to begin with. Meanwhile, "housing officials" keep their high-paying, do-nothing jobs while the problem keeps getting worse. These scammers don't want to lose their funding and have no real solutions in place.
