A recent report has found that emergency officials did not fail in issuing timely evacuation orders during the Eaton Fire, which occurred in January 2025.

The report, conducted by Citygate Associates and commissioned by the Los Angeles County Fire Department, was released on Monday. It concludes that there was "no failure" by officials in alerting areas west of Lake Avenue in Altadena, where most of the fire's 19 fatalities occurred.

The investigation was launched to address concerns about the timing of evacuation alerts, which were sent to residents in West Altadena at around 3:30 a.m. on January 8, 2025, more than nine hours after the fire started in Eaton Canyon. The report explains that rapidly changing fire conditions and the lack of air support due to strong winds contributed to the delay.

According to Whittier Daily News, the report includes analysis of interviews, operational records, dispatch information, and fire behavior from 9 p.m. on January 7, 2025, to 6 a.m. on January 8, 2025. It found that evacuation orders were issued before the fire crossed west of Lake Avenue, which occurred just before 5:15 a.m.

Los Angeles County Fire Chief Anthony Marrone emphasized the importance of transparency, stating, "The Altadena community deserves transparency, which is why I initiated this independent investigation." He added that the lessons learned from the Eaton and Palisades fires will lead to lasting changes to better protect residents.

The fire, ignited by an uncommon windstorm, damaged or destroyed over 10,000 buildings and burned more than 14,000 acres. While the cause remains undetermined, the U.S. Department of Justice has filed a lawsuit against Southern California Edison, claiming an Edison power line was the source of the blaze.

The Orange County Register reports that the Los Angeles County Fire Department has accepted Citygate's findings and is implementing new technologies and systems to improve future emergency responses.
