Cesar Landa Castillo, 48, was charged in October with three counts of kidnapping to commit robbery, two counts of rape and a count of forcible oral copulation of a victim, all felonies. He is accused of using a gun in the attacks and tying up and binding the victims, according to the criminal complaint.

The victims were attacked in November and December 1994, according to court records. The law enforcement agencies involved in the case are La Habra, Fullerton and Tustin.
