Ex-DHS Officer Pleads Guilty to Kicking Handcuffed Man in the Head


An ex-Department of Homeland Security officer has plead guilty to a federal civil rights charge of kicking a man in the head while he was handcuffed on the ground. 

Jason Michael Rouswell was caught on cell-phone video kicking the man in the head as the suspect is screaming "Don't shoot".

Rouswell will be sentenced on July 16 and faces up to 10 years in federal prison.
