Billionaire Elon Musk claims he can build a second Transbay Tube under the San Francisco Bay on the cheap. The founder of Tesla and SpaceX says his Boring Company could build a tunnel for BART and all other rail services for one-tenth of the 12-to-15-billion-dollar estimates and in about a fifth the time. Musk's claim is only in a Tweet rather than a formal proposal and skeptics abound.
It all started when Musk Tweeted about how China was able to build a train station in just nine-hours because, he says, it doesn't have the bureaucracy and "self-serving" private-sector consulting industry the United States does.
