Emergency crews are working to free people trapped in rubble after a powerful 6.4 magnitude earthquake hit off the coast of Taiwan. The quake hit just before midnight local time and toppled buildings in the eastern city of Hualien according to the BBC

At least one hotel partially collapsed, trapping people inside. Rescuers are on the scene digging out people who are buried under the rubble. Authorities say they have rescued at least 28 people from collapsed buildings. In some instances, the people trapped in the buildings are guiding rescue workers to their location using the light from their cellphones.
