Video: Off Duty Officer Shoots Unarmed Black Autistic Teen

Home security video shows an off-duty police officer shooting an unarmed autistic black teenager.

Sergeant Khalil Muhammad claims 18-year-old Ricardo Hayes was about to pull out a gun, hence the shooting.

However, the grainy video shows Hayes was running along the sidewalk before stopping near parked cars.

He took a few steps towards Muhammed, hands at his sides, before he was shot in the arm and chest.

Hayes then runs away out of view of the camera.

As reported by the Associated Press:

Police Superintendent Eddie Johnson later said Hayes had no weapon and, on Wednesday, department spokesman Anthony Guglielmi said Johnson will be asking Muhammad why he opened fire from inside his SUV — something officers are trained to do only if there is an imminent threat.

“Certainly, discharging the weapon from the vehicle is going to have to be explained,” he said.

The Cook County State’s Attorney’s Office has decided to not prosecute the sergeant, COPA spokesman Ephraim Eaddy said Wednesday. The state’s attorney’s office has not returned a call for comment.

Hayes is alive and Muhammad is on administrative leave pending the outcome of the investigation.
