Lessons about race relations and unrest still don't sink in

From the Watts riots in 1965 to the unrest in Ferguson, experts say lessons about race and civil unrest sometimes get learned. But sometimes, they say, police failings and racial inequalities almost guarantee future wrongful killings and riots.

Officials also say there are ways to prevent such unrest, which many departments have failed to act on. This includes rules like having officers live in the areas they patrol so they can build relationships in their local community. 

Another way to prevent unrest is for law enforcement officials to put out information about the case as soon as possible and own up to any mistakes.

Protesters say that has not happened in Ferguson.
