The Los Angeles Department of Water and Power says its getting thousands of calls from customers complaining about their bills, but the utility says the bills are accurate.

For months, the DWP was estimating customers' bills as the utility upgraded its billing system. Some customers weren't billed at all.

Now, the DWP says customers' bills are based on actual use. Others are being back-billed for past months.

Customers say they want their bills double-checked and payment arrangements to help them catch up.
