NFL owners are approving some noteworthy rule changes for 2013.  It will now be a 15-yard penalty if a player makes forcible contact with the crown of his helmet when outside the tackle box, whether runner or tackler.  Competition Committee Chairman Rich McKay says the new rule will take some adjustment on the players' part. 

The helmet rule passed by a 31-to-1 margin at the owners meetings, with only the Cincinnati Bengals voting against it.  The league is also getting rid of the tuck rule.  It will now be ruled a fumble rather than an incomplete pass when a quarterback loses control of the ball while trying to bring it back to his body after a pump fake.  That change also passed by a large majority.  The league is also changing a rule that will now allow illegally challenged plays by coaches to still be reviewed.
