The California Department of Alcoholic Beverage Control is doing an under-age drinking operation across the state.
ABC's John Carr says decoys under the age of 21 will be positioned outside convenience stores across the state.
The decoys will ask people to buy them alcohol. If the person goes into the store, buys alcohol for the decoy, and then gives it to them, they will be arrested and fined $1,000. Carr says this is the third year of the operation.
In 2012, 435 people were arrested and in 2013, 506 were arrested.
