L.A. Department of Water and Power executives have revealed more about what happened to 41-million-dollars transferred to trusts - partially controlled by its employee union.

The general manager of the Los Angeles Department of Water and Power says two secretive trusts given 41-million-dollars were set up -- in part -- to dodge red tape and public debates over spending. Ron Nichols has told the DWP’s board of commissioners the JOINT TRAINING and SAFETY INSTITUTES are much more efficient than dealing with the DWP bureaucracy.

Nichols is one of the trustees who controls the funds, along with the DWP employees’ union, the I-B-E-W. Commissioners have demanded Nichols produce detailed financial records and lists of employees to account for all the money.
