HARBOR CITY (CNS) Authorities today sought the public's help in locating a 36-year-old man with mental health issues and a ``Drug Cartel'' facial tattoo who took his two sons from the Harbor City home of his mother, the children's custodial grandparent.

Charles Samuel Baines Sr. took his sons -- Charles Samuel Baines, 10, and Nathaniel James Baines, 9 -- Wednesday while his mother slept at her residence in the 24800 block of Normandie Avenue and stole her car, a red 2008, four-door Kia Spectra with a license plate number 6FMN288, Los Angeles County sheriff's officials said.

Baines was described as a 6-foot, 4-inch tall black male weighing 270 pounds with a shaved head and a facial tattoo with the words ``Drug Cartel'' on his left cheek.

Baines currently is on parole and has mental health issues.

Additional investigations revealed that he may be in Mexico, authorities said.

Anyone with any information regarding the whereabouts of Baines or his sons was asked to call the sheriff's Carson station at (310) 83-1123, or to remain anonymous, call Crime Stoppers by dialing 800-222-TIPS (8477), texting the letters TIPLA plus your tip to CRIMES (274637).
